Plants, decayed food, or seeds gives 1 reagents mix when going through the Recycler.
After that you take your reagents mix, and put it through the Centrifuge, Arc Furnace, or Furnace, which then gives you 1 Biomass.
After that, you put it into your Furnace and cook the Biomass at over 580K (or put it in the Arc Furnace, which consumes energy), which then gives you 1 Charcoal - the end product!
1 Charcoal gives you 40 kJ (2 ticks at 20 kW, or 1 second at 40 kJ/second) when used as fuel in the Solid Fuel Generator.
Note that if you only put 1 or 2 pieces of charcoal in the Solid Fuel Generator, it will operate as if you put 3 pieces in, and generate 120 kJ of power. With 3 or more pieces it generates 40 kJ times the number of pieces. (This is likely a bug.)
Charcoal can also be used instead of Coal in the Steel smelting recipe.
