Handheld Tablet is one of the tools you start with. Its function can be changed by inserting different cartridges. Various cartridges provide applications that have pages that are scrollable using the mouse wheel (Currently there is a bug where scroll breaks on reload. Remove and replace the battery and cartridge to fix).
